Certification
Certification of production is an activity on acknowledgement of conformity of production to the established requirements
The basic questions which are necessary for solving to management of the enterprises in the field of certification ( acknowledgement of conformity) , are:
Whether is a subject made by the enterprise ( or delivered by the organization on the market) production to obligatory acknowledgement of conformity ( obligatory certification) ;
To what obligatory requirements there should correspond this production;
What bodies on certification can lead an estimation and give out the certificate of conformity;
What rules and procedures of acknowledgement of conformity;
Whether documents of Ministry of Health of Russia and other federal enforcement authorities which are carrying out the control and supervision of this production are required for acknowledgement of conformity of production;
What rights and duties of the manufacturer ( supplier) of certificated production.
Conformity of production to safety requirements should be necessarily confirmed in the cases stipulated by acts of the Russian Federation.
The majority of them provide obligatory certification of objects on which their action extends. The opportunity of use of the second form of acknowledgement of conformity – declaring by the manufacturer ( supplier) is stipulated only by two laws – « About quality and safety of foodstuff » and « About protection of the rights of consumers » ( according to changes and the additions brought in this law in 1999) .
Certification can have obligatory and voluntary character.
